Hi Dur, the liquid valve is commissioned to maintain a specific level in the condenser. The liquid level sensor can be difficult for the factory to position consistently, so they leave it to the commissioning engineers to determine an appropriate level.
During commissioning, the superheat is checked and the level/charge is adjusted accordingly.
